COSTARS is the Commonwealth of Pennsylvania 's cooperative purchasing program for LPPUs (local public procurement units) and state affiliated entities, such as municipalities and the Pennsylvania Turnpike Commission. With over 8000 members, COSTARS vendors have the opportunity to market to each of these entities under one contract. This is also a great way to expand your market for greater business resiliency. The COSTARS approach to cooperative purchasing simplifies the process for their vendors in reaching their members.
